Apply for planning permission

You can apply for planning permission with us by post, or by making your application to us at either of our planning counters, County Hall Swords and Civic Offices Blanchardstown. 

Making a planning application

To make a valid application you must submit the following documents:

    1. Heading is the planning authority and include applicant’s name.
    2. Nature of application i.e. permission type
    3. Location, townland or postal address of the land or structure
    4. Brief description of development
    5. Include wording “The Planning Application may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy at the offices of the Planning Authority during its public opening hours and a submission or observation may be made to the Planning Authority in writing on payment of the prescribed fee within the period of 5 weeks beginning on the date of receipt by the authority of the application.”

Planning decision process

We will send your planning decision letter by registered post, usually 8 weeks from the date the application is received. You, or any objectors have the right to appeal the decision to An Bord Pleanála within 4 weeks. If we grant permission and no appeal is made during the 4 weeks, we will then send a final grant of planning permission.

If we ask for additional information on your application, you have up to 6 months from the date of the additional information request to send the response.

Development Contribution Scheme 2016-2020

The Council operates a Development Contribution Scheme to part fund the provision of public infrastructure and facilities in the county.  All planning permissions are subject to this scheme, including permissions granted on appeal by An Bord Pleanála, unless exempt in accordance with the provisions of the scheme.

It should be noted that from 1st January 2017, the Development Contribution Rates will increase by 6.18% in accordance with the Tender Price Index.  The rates of contributions effective from 1st January 2017 shall be as follows:

Residential €80.85 per m2

Non-residential €63.13 per m2 

These rates of development contributions are payable to the Council in respect of the three classes of public infrastructure referred to under Article 9 of the Development Contribution Scheme 2016 – 2020.  An additional contribution is payable to Irish Water in respect of public infrastructure provided by them.  Developers should contact Irish Water directly in this regard.

Supplementary Contribution Schemes 

Supplementary contribution schemes also apply for the Metro North and the Navan to Dublin Railway Line Phase 1 projects.

Navan to Dublin Railway Line Phase 1 (Clonsilla to Dunboyne)

The effective rates of contribution are as follows:

  • Residential €167,509 per gross site hectare
  • Commercial €381,901 per gross site hectare 

Cessation of Metro North Development Contribution Scheme

Fingal County Council at its meeting held on 13th June, 2016, ADOPTED the following Resolution:

"That this Council resolves to cease the existing Section 49 Supplementary Development Contribution Scheme for Metro North. All contributions collected and retained under the Scheme will be refunded to those that paid them. A new Scheme will be brought forward before the Council at an appropriate point in the development of the new Metro North project."

Arrangements are in hand to comply with the terms of the motion.

Extension of Duration of Planning Permission

If you haven't completed your build before your grant of planning permission expires and you meet the criteria you may be eligible to apply for an extension of duration of planning permission.
